On of the problems with municipal roadways and bridges  is the settling of the concrete approach just prior to the bridge. The bridge itself is something that rarely settles due to the fact that the base typically goes to bedrock the approach however is normally just laid on compacted gravel and like any slab is susceptible to settling for a variety of reasons such as groundwater migration, erosion and a breakdown of organic layers beneath the concrete.
